First of all I’m sorry for my bad English. Today I tried to buy the pre civilization pack. I follow the steps and I tried to add a credit card. All fields were correct, but I got "Please enter a valid credit card number" error (something like that).I was sure that all my information was correct. I tried 10 times to add credit card but fail everytime. I checked my credit card account and Microsoft
withdrew $2.90 for my every time I tried to buy the pack .So they charged 2.9 dollar x 10.

You can not use a Debit Card with a credit card logo or a pre-paid credit card. In short, if you have to have a cash balance on the card it's NOT a credit card.
For any charges you will have to contact the card issuer about getting your money back.
|||i tried 3 different card and also paypal.They withdrew unknown 2.9 dollars everytime for nothing.So whats that withdrawn money for ? Will they refund the money they charged ?|||By the way i contacted the credit card issuer and they said that they cannot do anything about this problem and they told me to contact with microsoft.

I tried to bind a credit card with my account from XBOX Live webpage, but i was also unable to do it. Otherway i was charged 6x 1 € for nothing. I did not even add the possibility to save the form, because every time i tried to add a credit card number, it said: "Please enter a valid credit card number".
This is really strange that Microsoft is acting like this.
I have contacted XBOX Live support customer service to find out if they will refund my money back. The negative of that when trying to get your money back is that you have to call to a foreign country (in my country they do not have any support). So all in all i think I will pay my telephone bills more than this 6 euros.
But I'll try to find a solution through emails.

Every transaction, either on the internet or at a local store does a test charge first to validate the card being used. This is the $2.90 charge you see. On a valid credit card issued by your bank or financial institution you never see the charge back as they can send the money right back to the card.
With pre-paid credit cards or debit cards, they can't. This is why you're seeing the charge.
Now the issuer of that card will be able to see the charge back on their system and see the original transaction did not complete. I would call then back and ask them to reverse the charges and to complete a "Per Forma" . This is a common banking term and you have up to 90 days to request a refund via a "Per Forma".
This is why Microsoft does not offer charge back refunds as it's the responsibility of the card issuer to preform the refunds, not Microsoft.
