Perhaps I'm the only one experiencing this problem, maybe not, at any rate I'd like to see if there's a possible solution.
In the game on the "Graphics" option there's a selector for "Windowed" mode, even when checked the game runs full screen and does so no matter what. I've tried almost everything and it is just not allowing me to run it windowed. I've even gone to smaller (non-native) resolutions...nothing, nada. It's as though the "option" is there but that's all. I've even selected it, logged out and restarted the game to no avail. This is rather annoying and inconvenient. Playing on 2 monitors and not being able to tab over to the other monitor and open a browser in it while waiting for PvP or Co-Op just plain sucks. Even more considering someone ingeniously decided that while waiting for something it would be a smart idea to make our game screen useless and un-useable. No chat, not checking inventory, stores....nothing....No "Window" mode in a Microsoft game...ironic!
Really would like to hear a solution or fix for this, I figured a game pushing a $100 price point (which like a sucker, I paid) would at least be a bit less buggy and have some sort of polish and basics working correctly.

The window does operate differently when you click "windowed mode"
You can see the screen but you can also see the taskbar when you press windows when you're in windowed mode, which you cannot when you have windowed mode unchecked.
Bueller, bueller....anyone even realize this is a problem. Hey, how about some type of acknowledgement.
"Yes, were aware of the problem, thank you for reporting the issue though. We are at this time un-sure of a time frame for a solution."......or something along those lines would work wonders!
|||Windowed mode works for me. I wonder, have you set the sindow size to the same as your resolution? I think you have to set it smaller to get a window.|||If the resolution is the same as your desktop, selecting "windowed" gives you a windowless mode that's still full-screen, but the cursor isn't locked if you're in a multi-monitor situation.
If you want normal windowed mode, the resolution needs to be lower than your desktop.
