The Camera Jumps While Scrolling, so Scrolling isn't Smooth?

When I scroll the camera ingame, it jerks and jumps a lot so the scrolling isn't smooth. How do I get rid of this? V-sync is not on, and I don't want to turn it on because it decreases frames, and it still jerks. Please help! Thanks!
